Construction Status
Savanna broke ground in early March 2024 and secured a $380 million construction loan in March 2025. In a December 12, 2025 release, Savanna said vertical construction had begun and reached the podium level, and that the project is scheduled for completion in 2028. Earlier reports gave 2027 (Douglas Elliman, March 2024; Commercial Observer, March 2025) and 2026 (2023).
What Public Records and News Reports Say
- Savanna’s December 12, 2025 release said vertical construction had begun, described 275 residences with pricing from $1.7 million, and gave a 2028 completion date.
- Commercial Observer reported in March 2025 that Savanna had secured a $380 million construction loan and described 287 condominiums and 170 rental apartments. Earlier Florida YIMBY coverage described 275 condominiums and 210 rentals.
- Douglas Elliman reported at the March 2024 groundbreaking that prices started at $2 million, that a José Andrés Group restaurant would open on site, and that amenities would total about 80,000 square feet, including two pools, a spa and a private dock.
- A Palm Beach County Property Appraiser search of 1919 N Flagler Dr on October 25, 2026 showed no residential condominium units on the tax roll yet. Units usually appear after the condominium is recorded and the county’s next update.
Inspections and Reserves for a New Building
West Palm Beach follows Florida’s statewide milestone inspection law, which applies to condominium buildings three or more stories tall: the first inspection is due by December 31 of the year the building reaches 30 years from its certificate of occupancy, then every 10 years. Florida also requires the developer to obtain a structural integrity reserve study before turning the association over to owners, so ask for it.
What Buyers Should Ask For
- The milestone inspection summary, if the building has had a milestone inspection (ask for any Phase 2 report too)
- The most recent structural integrity reserve study, or a statement that none has been completed
- The annual budget and financial statement, plus the reserve balance and any special assessments
- Board minutes from the past year, for planned repairs
For a resale, Florida law (section 718.503(2)) entitles the buyer, at the seller’s expense, to the declaration, articles, bylaws and rules, annual financial statement and budget, Q&A sheet, milestone inspection summary (if applicable), the most recent SIRS or a statement that none exists, and any turnover inspection report. Unless the buyer received them more than 7 days before signing, the buyer may cancel within 7 days (excluding weekends and legal holidays) after signing and receiving them, until closing. A buyer purchasing from the developer has 15 days (section 718.503(1)). Board minutes, reserve balances and special-assessment details are not on the statutory list; request them separately.
