Building or Renovating: The Three Review Levels

The Town says it requires a pre-application meeting with the Town Manager and staff, where plans and elevations are presented, before development review begins. There are three levels:

  • Level 1 covers items such as accessory buildings and minor renovations under 300 square feet, and is handled by Town staff.
  • Level 2 covers items such as detached, habitable minor accessory structures, removing more than two trees over eight inches in caliper, and projects that use discouraged architectural styles, elements or materials. The Architectural Review and Planning Board approves or denies them.
  • Level 3 covers new primary homes, variances and zoning map amendments. The Town Commission reviews them after recommendations from the Board and staff.

The Architectural Review and Planning Board meets on the fourth Thursday of each month at 8:30 a.m. at Town Hall. The Town Code, including its Land Development Regulations and Design Manual, is available at Town Hall, and the Town encourages design professionals to review it before planning new construction. If you are buying a lot or a home to rebuild, build the review calendar into your timeline.

Property Taxes

The Town set its operating tax rate at 3.6724 mills for 2025–26, unchanged from 3.6724 in 2024–25, according to the Florida Department of Revenue. That is only the Town’s share; your total bill also includes Palm Beach County, the school district and other taxing districts. A property’s assessed and taxable values are on the Palm Beach County Property Appraiser website. After a sale, the property is generally reassessed at full market (just) value as of January 1 of the following year, so the buyer does not inherit the seller’s capped assessed value; only the buyer’s own exemptions and any homestead portability benefit the buyer qualifies for apply (sections 193.155, 193.1554 and 193.1555, Florida Statutes).

Sea Turtles and the Beach

The Town’s sea turtle lighting rules are in Town Code Chapter 38, and the ordinance strongly encourages owners to shield, cover or turn off light sources so they can’t be seen from the beach. Starting in March, a monitoring group conducts lighting surveys along the Town’s 2.3 miles of beach. Florida requires sellers of residential property to give a flood disclosure at or before signing the contract (section 689.302).
